His own father out of his life, bouncing in and out of jail, Wayne Treacy looked
to his older brother as a father figure — until his brother committed suicide in
October. Josie Lou Ratley adored JOSIE LOU RATLEY art, especially drawing. She didn’t
have too many friends, having moved to Deerfield Beach just a year ago with her mother.
On Friday, 15-year-old Treacy and his 13-year-old exgirlfriend sat in the juvenile
detention center — Treacy accused of attempted murder; his ex-girlfriend as a principal.
And 15-year-old Ratley was in a drug-induced coma, hooked to machines, following
surgery to remove a portion of her skull after investigators say Treacy savagely
beat and kicked her with his steel-toed boot. Ratley is a ‘‘sweet little girl,’’
said her aunt, Linda Sarmiento. Her family took pride in her art work, and she was

Some signs spring break has arrived: loud beaches, busy tattoo parlors and a quiet
morning at Key West’s Fairfield Inn and Suites. ‘‘The free breakfast is usually
a huge draw,’’ General Manager Chris Majchrowicz said. But even with most of
the 106-room hotel filled with spring breakers, Majchrowicz saw breakfast service
down nearly 50 percent this week. ‘‘They’re very late sleepers.’’ Spring
break brings its own set of economic indicators and demand drivers, some more painful
than others.

When Jackson recently announced the hiring of PricewaterhouseCoopers as a new consultant,
its governing board and the County Commission demanded details: How long was the
contract? And for how much? The answers: $50,000 for one month, extensions to be
negotiated. Mayor Carlos Alvarez said it’s ‘‘nonsense’’ to imagine that
will be the final bill, which he believes could run into many millions. The overseers
were suspicious because the financially desperate Jackson Health System has a reputation
for spending millions on outside services, sometimes without board approval. The
PricewaterhouseCoopers contract was approved by the Public Health Trust, but in other
instances Jackson executives sneaked in outside services by starting them out at
under $100,000 — the threshold for needing board approval. In one example revealed
by The Miami Herald last month, Capitol Consulting was paid $1.8 million, including
the costs of four of the firm’s employees hidden on the Jack•

The plaster nymphs seem unnaturally downcast behind the fence at the Vagabond Motel,
the dimmed leading light of Biscayne Boulevard’s fledgling Miami Modern historic
district. After years of frustrated stabs at renovation, the droll ’50s drive-in
hotel sits vacant, a victim of over-large ambition and foreclosure. Yet just a few
blocks south, the husband-wife team of Wal-

ter Figueroa and Shirley Diaz put the finishing touches on their tenderly refurbished
motel, a far less attention-grabbing but still significant exemplar of the MiMo style
by architect Norman Giller. The New Yorker has its original name back after years
as the Davis Motel, and with its restored lobby and terrazzo floors, new mid-century-style
furnishings, and resplendent new neon signs, it will be the star attraction of the
MiMo dis-

trict’s third annual street fair Saturday. Nearly four years after the city of
Miami bestowed historic designation on 27 longneglected blocks of upper Biscayne
Boulevard, the pace of progress is starkly uneven along the district, best known
for its cheery if rundown mid21st century MiMo motels. Signs of verve abound: Despite
a deep recession, the district has become a thriving restaurant row, with tasty and
tasteful food both high and low
